Unfortunately, she has cooldown issues on her most important skill, and her kit is just “fine” outside of her battery access. Billy’s attack is quite low for a 3* Archer, and his HP isn’t really high enough to make up for it. Billy’s hit-counts are also pretty low for a Quick servant, and he’ll have trouble making an appreciable number of stars.
